Jul 13, 2016 · Jul 13, 2016. #1. Guys. I have a 23hp Kawasaki FR691V on a Cub Cadet 50" RZT. The starter runs the drive engages but will not spin the engine over. There's a rubber disk ( I believe the parts list calls it a seal) that actuality seems to turn the starter gear. I can remove the starter drive clean the rubber disk and the starter will work a few. Yes, if you are hearing a click (probably the solenoid) and getting power all the way to the starter I suspect the starter is bad. If the solenoid were bad you might not hear the click and power would not get to the starter. As to why the engine died previously you may have to get the starter fixed to track down the other problem.

Very cautiously, spin the tube far from your starter. Grab your adjustable wrench and take out the two bolts placed on the top of the starter that joins it with the engine. Put one hand under its bottom and take out the starter gear. Replace with the new starter going thru these steps in reverse. Write down the present reading. Let the engine run about 5 minutes and recheck the voltage reading, write down the reading. After 5 minutes run time, connect the volt meter to the battery again. This reading should be even a bit higher than the previous reading after the engine began running.

The engine cranks very slowly and stops when it reaches the compression stroke. I thought it might be the battery because it was about 4 years old so I replaced it. Briggs and Stratton 31C707 0154 E1 Starter will not turn the engine more than one revolution. I have to release the key and engage the starter to get it past compression stroke, then again, only turns one revolution. I adjusted the valves, pulled the head and removed the carbon. reinstalled head same problem exists.

I have gone through all the steps you have suggested and still the starer WILL NOT DISENGAGE.. so to recap. 1. replaced the starter. 2. replaced the solenoid. 3. replaced the voltage regulator. 3. Just a quick video on something to look for if you had a briggs and Stratton engine that stops on compression while starting, its not a very hard fix. just.
